For others, it takes a little bit of work to get it to drop. Since it only drops off the Sea Witches and Tide Hunters, you might want to kill everything in sight as they randomly respawn as something Warrior, Oracle, Razortail, etc. I have been battling on the island for a while now, so try not to give up hope on the quest. As Hielke stated earlier, it does take some time, but wasn't anymore annoying than other quests.
